Question

According to your answer on question 3196, we need to determine if we should use the national or international rating scale for our bank deposits in the local currency. I cite relevant parts from the definitions below: International Credit Ratings: - "International credit ratings relate to either foreign currency or local currency commitments and, in both cases, assess the capacity to meet these commitments using a globally applicable scale", - "The Local Currency International Rating measures the likelihood of repayment in the currency of the jurisdiction in which the issuer is domiciled and hence does not take account of the risk that it will not be possible to convert local currency into foreign currency or make transfers between sovereign jurisdictions (transfer and convertibility [T&C] risk)". National Credit Ratings: - "National ratings express creditworthiness across the full range of the credit rating scale, using similar symbols to those used for international ratings. However, to assure differentiation between the two scales, a two- or three-letter suffix is appended to the national rating to reflect the specific nature of the national scale to the country concerned", - "Issuer-level national ratings address the relative vulnerability to default of local currency obligations (or legal tender) for local issuers within the country concerned when not notched for support. Therefore, national ratings exclude the risk that cross-border investors may be unable to repatriate interest and principal repayments out of the country".

EIOPA answer

Please use the rating that reflects the credit worthiness of the bank. Given the definitions provided, it should be the international, standard credit rating.
